MMU Disaster Coordination and Cooperation Plan
The Marmara Region is prominent in terms of the industry and commerce of our country, but it is located in an earthquake zone, so the Marmara Municipalities Union (MMU) has started work to increase coordination and cooperation among the member municipalities to be prepared for disasters and emergencies, to ensure that our municipal resources are used more effectively and efficiently, and to prevent resource waste.
Upon evaluation of the initial results of this work, the MMU General Assembly adopted a decision on November 16, 2015 authorizing the MMU Executive Board to appoint members for effective coordination in disaster and emergency situations within the framework of the principles of the division of labor, and decided to prepare a Disaster Coordination and Cooperation Plan (MAKIP) dividing the labor between the member municipalities.
Regarding the mentioned decision, joint solution proposals have been investigated with suggestions and recommendations sought from the responsible fire brigade and support service units of the MMU member metropolitan and provincial municipalities which will take part in disaster and emergency cases, in exchange with views from related public institutions and NGOs.
As a result of these surveys, a scenario and needs analysis were prepared estimating the effects on a population of 10,000 people in the Marmara Region. In this analysis, many details such as Communication, Search and Rescue, Fire Fighting, Pesticide and General Cleaning, Evacuation, Nutrition, Shelter, Basic Hygiene and Personal Care, Clothing, Repair Maintenance and Logistics, Operational Team Food and Board, and Health Services which are needed in cases of emergency like Earthquakes, Floods, Landslides, Mass Population Movements, Hazardous Chemical Events, etc. were taken into consideration and solution proposals were introduced.
The Purpose of the Plan:
1) To participate in and contribute to operations that will be carried out in emergency situations that may occur primarily within the borders of MMU member municipalities, but also in our country and in the world, as an operational force or as logistical support,
2) To ensure the coordination necessary to provide all kinds of facilities and capabilities for emergencies that MMU member municipalities have or promise to provide, effectively and efficiently to those in need,
3) To provide the required and sufficient support, including psychological, to emergency areas such as search and rescue, fire extinguishing, water removal, nutrition, temporary shelters, infrastructure services necessary for normal city life to resume, city cleaning and hygiene, debris removal, and the proper disposal of hazardous chemical substances that threaten people in the region.
All these duties will be performed by the MMU Field Command Team, the MMU Communication Team, the MAKIP teams to be formed within the structures of MMU member municipalities as well as the Communication Teams and Operation Teams of MMU member municipalities.
In order to ensure that these services can be carried out in a timely and effective manner, primarily in the event of an emergency situation, the plan allocates the provision of the necessary emergency equipment, personnel and humanitarian aid materials among our member municipalities.
In accordance with the Turkey Disaster Response Plan (TAMP), the MMU Disaster Coordination and Cooperation Plan (MAKIP), which was prepared to provide division of labor and coordination between municipalities at the regional level and which was the first example of its kind, was updated in January 2017 and will be updated every year in the framework of the opinions and recommendations of our member municipalities.
