MMU Platforms Work Regulation

ARTICLE 1- (1) The purpose of this Regulation is to outline the procedures and principles of the formation and the mission of the Marmara Municipalities Union Platforms.

ARTICLE 2- (1) This Regulation covers arrangements regarding the formation, duties, agenda, meetings, and working of the Marmara Municipalities Union Platforms.

ARTICLE 3 - (1) This Regulation is prepared in accordance with provisions 7 and 15 of the articles of the Marmara Municipal Union Statute.

ARTICLE 4 - (1) In this Regulation, the definitions are as follows:
a) Union: Marmara Municipalities Union,
b) President: President of the Marmara Municipalities Union,
c) Presidency: Presidency of the Marmara Municipalities Union,
d) Platform: Entity whose working procedures and principles within the body of the Marmara Municipalities Union are determined by this Regulation,
e) Secretariat: Platform Secretariat established for each platform by the Marmara Municipalities Union,
f) Member municipalities: Member municipalities of the Marmara Municipalities Union.

Formation of Platforms
ARTICLE 5 - (1) Platforms consist of the individual managers of member municipalities’ units operating in the platform work areas and/or authorized specialists assigned by unit managers. Mayors and General Assembly Members may also participate in any platform work in which they are interested.

Tasks of the Platforms
ARTICLE 6 - (1) The Platforms conduct activities under review of the Presidency such as carrying out inspections on subjects that fall under the Union's area of responsibility, developing medium and long term strategies, identifying problems arising from legislation and implementation and offering solutions for them, sharing and disseminating good practice examples, protecting the rights and interests of member municipalities and their employees, creating policies to develop the institutional capacities of local administrations, and strengthening local democracy.

Cooperation and Joint Activities
ARTICLE 7 - (1) The Platforms, with the approval of Marmara Municipalities Union, can open centers, carry out joint activities, produce, join, and support projects in fields such as culture, art, education, science, technology, development, tourism, production, and marketing with Public Institutions and Organizations, Public Professional Organizations, International Organizations, Non-Governmental Organizations, Universities, Local Administrations, Mercantile and Industrial Establishments, or in cooperation with leading private and legal entities.

Meeting Time and Place
ARTICLE 8 - (1) Platform meetings are to be held not less than once a year, taking into account the intensity of the agenda in the work areas of the platform.
(2) The President can always call for a meeting with the platform members.
(3) The meeting place may be the center of the Union or any other suitable place to be determined by the Secretariat.

Platform Meeting
ARTICLE 9 - (1) The Platform convenes upon the invitation of the Secretariat. After the opening, a platform vice president may be elected from among the members to assist the platform president in managing the meeting.
(2) The meeting agenda is determined by the President, taking the views of the members into consideration.
(3) Decisions taken at the meeting are approved by a majority of votes.
(4) Decisions are not binding upon the Union but are guiding.

Meeting Results
ARTICLE 10 - (1) After the completion of the platform meeting, the Platform Secretariat notifies members of progress made with a memo via e-mail.

Platform Secretariat
ARTICLE 11 - (1) The department which carries out activities in the work areas of the platform within the body of the Marmara Municipalities Union constitutes the Secretariat of the platform.

Duties of the Secretariat
ARTICLE 12 - (1) The duties of the Secretariat are as follows:
a) To take attendance of platform members at meetings,
b) To prepare the platform budget,
c) To submit the platform work schedule for approval by the President, taking platform meetings into consideration
d) To ensure that invitations are made in a timely manner and that meeting agendas and documents are sent to Platform members,
e) To keep track of activities that members are responsible for carrying out within the body of the Platform,
f) To provide the necessary environment and conditions to ensure that the Platform meets and works regularly and efficiently.

Platform Budget
ARTICLE 13 - (1) The expenditures required for platform activities shall be made from the Union budget where possible. However, Platform members' or cooperating institutions' and organizations' participation in these expenditures shall be accepted.

ARTICLE 14 - (1) This Regulation shall enter into force on the date of acceptance by the Union Assembly.

ARTICLE 15 - (1) The provisions of this regulation shall be executed by the President.
