TOWARDS THE REGIONAL DECENTRALIZATION OBSERVATORY FOR SOUTH-EAST EUROPE
The first workshop on operationalizing the Regional Decentralisation Observatory for South-East Europe was co-organised by the Network of Associations of Local Authorities of South-East Europe (NALAS) and the OSCE (Organization for Security and Co-operation in Europe) Mission to Bosnia and Herzegovina, from 12-13 September in Sarajevo, Bosnia and Herzegovina. Over 30 participants from 12 countries took part in the workshop, including members of NALAS Advisory Concilium, other NALAS member LGAs’ representatives, NALAS Secretariat staff, guests (KDZ-Austria and the Regional Cooperation Council) and OSCE representatives. On behalf of Marmara Municipalities Union Mr. Salih Dogenci attended the meeting.
The workshop was opened by Mr. Mico Micic, President of NALAS and Mayor of the City of Bijeljina. “I can speak as NALAS President and as a Mayor at the same time. We need to have a clear view on the real situation with decentralization through hard evidence, numbers and indicators. We need to compere where we are and where are we going in the region and beyond in Europe.” said Mr. Mico Micic.
During the workshop, participants provided their opinion on the areas for measurement, as well as the indicators that might show the progress of decentralisation and the impact it has on citizens’ life. A set of resource presentations aimed to set the stage and prepare participants for the work on the Observatory dimensions and indicators. The second day of the workshop focused on detailed elaboration of the dimensions/indicators determined by the participants in four working groups, based on participants’ interest and expertise.
